Sheila has called Niagara Falls home for 17 years. Born and raised in Port Colborne, she grew up visiting family here and worked her first summer jobs in our tourism sector.
For 25 years she has been a secondary school teacher in Niagara, the last 17 at Saint Paul Catholic Secondary School in Niagara Falls, teaching Social Science (including Civics and Careers), English and Physical Education. She holds a Master's in Education from Canisius College and an Honours degree in Physical Education and English from Brock University. As a coach she has led teams to SOSSA, Zone and three straight OFSSA championships.
Sheila is also an entrepreneur. She is part of the family-owned DeLuca Fine Foods, and in 2020 she launched The Atrium with Sheila DeLuca, an online show that brought motivation and hope to the city during a hard time and drew attention internationally. It grew into the Atrium Growth Centre, an education program she designed to help students and newcomers prepare for their next steps.
Since 2018 she has served on City of Niagara Falls committees, and in November 2025 the City recognized her with a Volunteer Award, nominated by the Niagara Health Foundation. Her students have raised $6,000 toward the new South Niagara Hospital, working toward $25,000 by its grand opening. She is an active member of Our Lady of the Scapular Parish.

Our roads and infrastructure are the foundation of a strong Niagara Falls. I will advocate for responsible, long-term planning that prioritizes existing roads and neighbourhoods while making sure new growth comes with the infrastructure needed to support it. As a City Councillor, I will push for:
- Better maintenance and rehabilitation of existing infrastructure
- Responsible investment of taxpayer dollars
- Infrastructure planning that keeps pace with growth
- Clear priorities, timelines and accountability for major projects
- Working with all levels of government and community partners to secure funding
- Safer, more connected neighbourhoods for pedestrians, families and businesses
- Infrastructure that supports economic growth, jobs and investment
Growth is an opportunity, but we need to make sure our infrastructure is ready for it. I believe Niagara Falls can grow responsibly while taking care of the communities and taxpayers who are already here.

As a Niagara Health Foundation board member, I have seen firsthand the importance of investing in the future of healthcare in our community. I want to bring that experience to City Council as a liaison between municipal government, residents and Niagara Health. I will advocate for:
- A successful South Niagara Hospital that meets the needs of our growing community
- Accessible, quality healthcare close to home
- Strong support for Hospice Niagara and compassionate care for patients and families
- Infrastructure and transportation planning that keeps pace with the hospital and south-end growth
- Education and career pathways connecting local residents and students to healthcare opportunities
- Strong partnerships between healthcare, government, education, businesses and community organizations
- Economic development that builds on the hospital as an anchor for new jobs, businesses and investment
The South Niagara Hospital is an incredible opportunity for Niagara Falls, not only to strengthen healthcare, but to create jobs, careers, investment and a healthier future. We need to plan for that future today.

My goal is to help build an environment where businesses can invest and succeed, while making sure residents are prepared to take advantage of the opportunities growth creates. I will advocate for:
- A business-friendly environment that encourages investment and entrepreneurship
- Stronger support for small businesses and local entrepreneurs
- Connections between education, businesses and employers
- Career pathways for youth, newcomers and residents looking to develop new skills
- Workforce development that prepares residents for future jobs
- Building on opportunities created by South Niagara Hospital and Hospice Niagara
- Attracting and retaining talented people in Niagara Falls
- Economic diversification beyond tourism
- Innovation, entrepreneurship and new business opportunities
I believe our greatest economic asset is our people. Let's create an environment where businesses want to invest, entrepreneurs want to build, and residents can find meaningful jobs and careers right here in Niagara Falls.

A healthy city starts with healthy, connected people.
The health and well-being of our residents begins at home, but it is also strengthened by the community around us. As a City Councillor, I will advocate for:
- Stronger partnerships between the City, healthcare, community organizations, schools and other levels of government
- Better awareness of and access to existing mental-health and social supports
- Prevention and early intervention that promote mental wellness and resilience
- Support for youth, families and seniors
- A coordinated approach to homelessness, addictions, mental health and community safety
- Safe, accessible parks, recreation and community spaces that reduce isolation and build connection
- Greater support for vulnerable residents
- A community where people feel seen, heard and valued
We cannot solve mental health and well-being alone. My role will be to listen to residents, bring the right people to the table, connect our community to available resources, and advocate for solutions that help people live healthier, safer and more connected lives. When we take care of our neighbours, we strengthen our entire community.

You don't have to wait until election day. Any qualified elector can vote at any one of the advance polls.
